Police detective Barnbrooke is convinced that the media-dubbed psychopath "The Pied Piper" is responsible for the kidnapping and imprisonment of a teenage cellist named Eve Taylor in a dank cellar. Police Detective Barnbrooke believes that Eve will meet the same fate as the other Pied Piper Victims if he is unable to successfully pin down his sole suspect this time, despite his efforts to do so over the course of the past fourteen years and the disappearances/presumed deaths of three other girls. It's one thing to suspect who the Pied Piper is, but it's quite another to provide conclusive evidence in time.
