They say Hong Kong is the safest city in Asia. But tonight, a police van has been hijacked along with the arms, equipment and the five officers aboard, one of those hostages being the only son of police deputy commissioner M.B. Lee! Together with the principal commissioner away on a summit over seas, the fiery Lee instantly takes command of the rescue operation -- codenamed"Cold War" -- although the mysterious kidnappers certainly know the police procedures and are therefore at an advantageous position. Objecting into Lee's competitive but useless procedures, one deputy commissioner Sean Lau steps in at this period of tragedy to lead the operation. But even Lau's careful intend to negotiate with the kidnappers ultimately eventually ends up a failure, losing his lieutenant from the process' lifetime and the $50 million cash ransom. The ICAC (Independent Commission Against Corruption) begins to research Lau and Lee on suspicion of having hidden ties into the kidnappers...
