The year is 2030. Six months passed because the Laughing Man Incident has been resolved. About 3 million refugees are living in Japan, encouraged to meet with the labour shortage. Nevertheless, the emergent presence of the invited-refugees contradicted their confrontation with an"Individualists", who predicted for federal isolation, which in turn resulted in the increased incidences of terrorist attacks. Under those circumstances, a group named a suicide attack is carried out by the Individual Eleven. However there was a greater strategy supporting their activity. They make an effort to nail the mastermind of the episode when that is learnt by Section 9. Meanwhile, a member of the Eleven, Kuze, becomes a charismatic pioneer of their invited-refugees and intensifies the bang against the federal government. And Motoko starts feeling a strange feeling of fate connecting her with Kuze...
