Roy Parmenter Can Be an FBI agent in San Diego. 20 years past a spy, nick-named Scuba murdered his partner , still at large. Scuba is currently attempting to extort the Soviets. To establish he's serious, he's murdering their agents one by one, for example"sleepers," agents under deep pay anticipating orders. Roy interviews an applicant to the Air Force Academy, a high school lad, Jeff Grant. At a background check, Roy finds that Jeff's parents are sleepers. He face the parents protect them has to see whether Jeff can be a spy , and catch his nemesis. Meanwhile, the Soviets have sent the loner Karpov, their very particular spy-catcher . Alliances shift. It's cat and mouse.
