When three crooks, commanded by a crazed genius named McMasters, take over a police station and threaten to kill everyone inside unless a big ransom is paid, chaos breaks out in Los Angeles. FBI special agent Roger Kinkaid utilizes his enormous knowledge to outwit the crooks and save the captives, but one concern remains: how can they possibly leave even if they obtain their money?
