Ching is just a prisoner in a Honk Kong jail which includes a massive population of Mainland Chinese offenders. Ching escapes to see. He surrenders himself but the vengeful chief of security, Zau, arranges for Ching to be installed in the opinion of the Mainland gang, headed by the affable Dragon.
