When a Soviet submarine becomes stranded on a sandbar off the coast of a New England island, its commander directs Lieutenant Rozanov, his second-in-command, to get them moving again before an international incident occurs. Rozanov seeks assistance from island residents, including the police chief and a vacationing television writer, while attempting to assuage their fears of a Communist invasion by claiming that he and his crew are Norwegian sailors.
